Commentary: Mike Gallagher’s China Committee Has Its Work Cut Out for It

A new House select committee on China chaired by U.S. Representative Mike Gallagher (R-Wis.) can potentially expose the vast scope of the Chinese Communist Party’s efforts to undermine the United States at home and abroad. It’s vital work that comes at a perilous time. The Gallagher committee has an enormous task before it. It will have to investigate the CCP in the diplomatic, economic, military, and technological realms. But that is just the start. The committee will need to show how Beijing influences U.S. domestic politics, American media, Wall Street, Silicon Valley, and our colleges and universities.

House Oversight Chair Says China’s Donations to Penn Biden Center May Have Influenced Administration

The House Oversight and Accountability Committee on Wednesday demanded the University of Pennsylvania release information about anonymous donations from China to the Penn Biden Center, where classified documents were found, over concerns the Chinese Communist Party may have influenced Biden administration policies through the contributions.

“The Committee has learned UPenn received millions of dollars from anonymous Chinese sources, with a marked uptick in donations when then-former Vice President Biden was announced as leading the Penn Biden Center initiative,” the GOP-led committee said. “Following the formation of the Penn Biden Center, donations originating from China tripled and continued while Joe Biden explored a potential run for President.”

DeSantis, State Legislature to Further Limit Chinese Influence in Florida

Florida Gov. Ron DeSantis said he’s considering banning Chinese entities from purchasing property in Florida and that the state legislature was looking at ways to further restrict the communist country’s influence in Florida.

“We don’t want to have holdings [in Florida] by hostile nations. If you look at the Chinese communist Party, they’ve been very active gobbling up land … and when they have interests that are opposed to ours and we see how they have wielded their authority especially with President Xi [Jinping], who’s taken a much more Marxist-Leninist turn, that is not in the best interest of Florida to have the Chinese Communist Party owning farm land, owning land close to military bases.”

JA Solar, a Chinese green energy giant whose chairman is tied to the Chinese Communist Party (CCP), has leased a plot of land in Phoenix, Arizona, to construct a $60 million solar panel factory that is poised to benefit from huge green energy tax incentives included in the Inflation Reduction Act (IRA).

Jin Baofang, chairman and CEO of the Bejing-based company, said that he had been a CCP member for 40 years during a 2020 interview with the Chinese state-run newspaper “The Paper.” The JA Solar factory, which could take advantage of the green energy tax credits included in the Inflation Reduction Act (IRA), will create 600 jobs and use automated assembly lines to manufacture 2 gigawatts’ worth of solar panels annually once it becomes fully operational, according to a Tuesday Arizona Commerce Authority press release.

U.S. Media Outlet Has Extensive Partnerships, Financial Dealings with Orgs Tied to Chinese Communist Party Influence Operations

The China Project (TCP), a New York-based media outlet renowned for its China reporting, has had professional and financial ties with organizations that may have been headed by members of the Chinese Communist Party (CCP) or members of alleged Chinese influence operations, a Daily Caller News Foundation investigation found.

Over 20 organizations that may have been led by such individuals have apparently partnered with or financially sponsored TCP, including the China-United States Exchange Foundation (CUSEF) and the Confucius Institute, the DCNF found. Both groups apparently began professional relationships with TCP after the U.S.-China Economic and Security Review Commission (USCC) identified them as CCP influence operations in 2018. Furthermore, the DCNF found that TCP’s “board director,” Clarence Kwan, may have been simultaneously serving as a director of an alleged CCP front group at the time he joined TCP’s board and provided initial equity in the company.

They call their measure the Averting the National Threat of Internet Surveillance, Oppressive Censorship and Influence, and Algorithmic Learning by the Chinese Communist Party Act (ANTI-SOCIAL CCP Act). It is written broadly enough to possibly prohibit use of other platforms operating under the influence of “a country of concern” such as China or Russia.

Florida Agricultural Commissioner Wants to Ban Land Sales to Foreign Entitities

Food costs and supply are becoming a point of contention for Floridians and Americans as a whole, and there is worry that the continuation of farmland sales to foreign entities could cause food prices to be intentionally inflated or production could be shut down altogether.

‘This Is a Disgrace’: Experts, GOP Reps Call On the Biden Admin to Shut Down a Secret Chinese Police Station in NYC

The U.S. government must immediately investigate and shutter the recently discovered overseas Chinese government police station in New York City for potential violation of U.S. laws, several experts told the Daily Caller News Foundation.

In 2022, the Chinese Communist Party (CCP) established secret police stations in over 100 cities around the world to conduct intimidation and harassment operations against overseas Chinese, human rights organization Safeguard Defenders revealed in a September report. While other countries have announced probes into the alleged police stations, the location within American Changle Association — a Chinatown community organization in New York City — continues to operate outside legal boundaries and should be shut down, experts told the DCNF.

Biden’s New China Strategy Is Hamstrung by Competing Democratic Priorities, Experts Say

Conflicting goals among administration officials and a lack of tangible solutions may hobble the White House’s long-awaited plan for ensuring U.S. national security in the midst of a rising threat from the Chinese Communist Party (CCP), experts told the Daily Caller News Foundation.

The Biden administration’s National Security Strategy, released Wednesday, proffered a vision for competing with China in technology and military modernization while seeking to cooperate on segments of shared interest, such as drugs and nuclear weapons. While the administration included adequate language to describe the threat China presents to the U.S.-led way of life, the strategy tries to accomplish too much, too late — resulting in an incoherent, poorly fleshed-out plan overburdened by conflicting viewpoints, experts told the Daily Caller News Foundation.

Commentary: Communist China’s Plot for World Domination

Earlier this year, Ian Easton, a former China analyst with the Center for Naval Analyses and currently senior director at the Project 2049 Institute, a think tank that focuses on U.S. security interests in the Indo-Pacific region, wrote a book titled The Final Struggle: Inside China’s Global Strategy. In his author’s note, Easton describes the book as an analysis of the Chinese Communist Party’s (CCP) “plan for world domination.” Easton contends that a close reading of President Xi Jinping’s speeches — some of them never before translated — reveals that that CCP is committed to spreading China’s communist totalitarian model of rule around the world.

Easton makes clear in the book that China’s goal of “world domination” does not envision Chinese armed forces conducting a long series of military invasions with “hordes of tanks, and fascist storm troopers swarming across the map” and “goose-stepping into fallen capital cities.” The CCP’s global strategy, he explains, “is much more sophisticated” than Hollywood visions or American novels of World War III. Instead, the CCP’s strategy involves “a protracted campaign of silent invasions to replicate on a global level what it sees as its own superior system.” The CCP’s geopolitical goal is a “totalitarian world order” led by China.

Republicans Staunchly Opposed to House Democrats’ China Bill, Potentially Delaying Its Passage

US Capitol Infrastructure

House Republicans are staunchly opposed to Democrats’ proposed bill to bolster American competitiveness against China, potentially complicating their goal of passing legislation by the beginning of March.

White House officials have said that passing the bill before President Joe Biden’s March 1 State of the Union is a top priority, but the House bill is a stark departure from the Senate’s legislation that sailed through on a bipartisan vote in June 2021. And while House Democrats can pass their version without Republican support if nearly all of them vote in favor, there is no guarantee that their bill would reach the 60 votes necessary to pass the Senate.

Further, any House-passed bill would likely head to a conference, where House and Senate leaders would privately meet in an attempt to work out their differences and compromise on a bill that can pass both chambers. Not only would that process require additional time, but Senate Republicans would have great leverage given the chamber’s 60-vote threshold.

Commentary: The Threat of a China-Centric New World Order

Xi Jinping

Writing in the January/February 2022 issue of Foreign Affairs, the Hoover Institution’s Elizabeth Economy explores Chinese President Xi Jinping’s efforts to shape the international order by “fundamentally transforming the global system” to reflect Beijing’s interests and values. The leader of the Chinese Communist Party (CCP), she explains, seeks nothing less than to replace the U.S.-led post–World War II global order with a “China-centric order with its own norms and values.” To understand what is at stake here, let’s talk geopolitics.

Since the end of the 19th century, the world has been what the great British geopolitical thinker Sir Halford Mackinder called a “closed political system.” The end of the age of discovery ushered in a post-Columbian world where, in Mackinder’s words, “Every explosion of social forces, instead of being dissipated in a surrounding circuit of unknown space and barbaric chaos, will be sharply re-echoed from the far side of the globe, and weak elements in the political and economic organism of the world will be shattered in consequence.” The events of the 20th century confirmed Mackinder’s observation — through two world wars and one cold war, the center of the world’s geopolitical landscape shifted away from Europe to North America and Asia. At the end of this “long war,” which lasted from 1914 to 1989, the formerly Euro-centric international system was at first temporarily replaced by America’s “unipolar moment,” which gradually receded with the emergence of today’s bipolar geopolitical contest between the United States and China.

Commentary: The New Nuclear Arms Race

The Defense Department just released its annual report on China’s military power, and the report undermines those in the Biden administration who are promoting nuclear arms reductions with Russia and the adoption of a policy of “no first use” of nuclear weapons — a policy that is opposed by most of America’s allies.

The Pentagon’s report could not be clearer: “Over the next decade, the PRC aims to modernize, diversify, and expand its nuclear forces.” It is “expanding the number of its land-, sea-, and air-based nuclear delivery platforms and constructing the infrastructure necessary to support this major expansion of its nuclear forces.” This includes the construction of “fast breeder reactors and reprocessing facilities” that will enable China to “produce and separate plutonium.”

The report projects that the PRC will have up to 700 deliverable nuclear warheads by 2027, and perhaps 1,000 by 2030, significantly more than the Pentagon projected in last year’s report. China has what the report calls a “nascent ‘nuclear triad,’” with the capability to launch nuclear missiles from land, sea, and air platforms. It has expanded its silo-based force and moved to a “launch-on-warning” posture. Last year, the PLA “launched more than 250 ballistic missiles for testing and training,” a number greater then the rest of the world combined. It is growing its inventory of DF-26 intermediate range ballistic missiles (IRBMs) and intercontinental ballistic missiles (ICBMs), and those missiles are capable of launching multiple independent warheads — known as MIRV capabilities. The CCP has ordered the construction of “hundreds of new ICBM silos” and is “doubling the number of launchers in some ICBM units.” China’s CSS-10 Mod 2 ICBM has a range of 11,000 kilometers, which makes it capable or reaching most targets within the continental United States. China is also investing in space and counterspace capabilities, including kinetic-kill missiles, orbiting space robots, and ground-based lasers.
